We currently don't have a user interface that allows users to download jpg images for 20 years for a specific area, though this is an interesting request that we'll look into and see if we can develop something in the future.
What you can do is access the Global Imagery Browse Services (GIBS) API to retrieve that imagery by writing your own script. You can find the documentation here: https://nasa-gibs.github.io/gibs-api-docs/ and more specific documentation on scripts: https://nasa-gibs.github.io/gibs-api-docs/map-library-usage/. Worldview Snapshots (wvs.earthdata.nasa.gov) and Worldview (worldview.earthdata.nasa.gov) are built on the Global Imagery Browse Services.
