If you are trying to find DSCOVR EPIC data for your local area in Local Solar Time (LST), then you need to calculate the Greenwich mean time (GMT) for when the sun is directly over your local area. The time coordinate of the DSCOVR EPIC data is GMT. Given GMT and local longitude, the LST is calculated as LST = GMT + longitude/15°.
